As mentioned above, transferring a vehicle’s ownership while selling the vehicle is mandatory in India. But when should you transfer the ownership? Let’s find out below.

  • Sale: If you sell a used car to someone else, you need to get the vehicle’s ownership transferred. 
  • Public Auction: If you sell a vehicle in a public auction, you need to get the vehicle’s ownership transferred. 
  • Death of the Previous Owner: If the car owner dies and any relative or family member wants to sell the car, transferring the vehicle’s ownership is mandatory. It does not matter if the vehicle is a two-wheeler or a four-wheeler

How To Transfer A Car’s Ownership To The Buyer In Case Of Normal Sale?

Transferring a vehicle’s ownership is more relaxed than you imagine. You can transfer your vehicle’s ownership by following both online and offline methods. We have mentioned both methods below. Go through both of them and decide which method is suitable for you. 

How To Transfer A Vehicle’s Ownership Offline In Pune?

  • Step 1: Firstly, the sellers must prepare a sale agreement by mentioning the Registration details of the vehicle, the insurance details, the status of the ownership transfer, the payment mode, the permanent address of the applicant (if necessary), and the selling conditions.
  • Step 2: Now, the seller and buyer must fill out forms 29 and 30. And sign them. If you are doing an interstate ownership transfer, you need to obtain a NOC from a bank. 

Note: To obtain NOC, the applicant must fill out Form 28. As mentioned earlier, you must sign on it too. 

  • Step 3: Next, submit the documents mentioned here: driving license (if required), address proof of the owner, Pollution Under Control certificate, insurance certificate, toll tax calculator, driving license, a copy of Registration certificate etc.

Note: You must also submit the RTO forms you have filled out to the RTO office.  

  • Step 4: Apply for a clearance certificate if it is an interstate vehicle ownership transfer or the RTO differs. 
  • Step 5: Now, pay the fees required to get the new R.C.
  • Step 6: The RTO will provide the applicant with an acknowledgement form. Please keep it safe because it proves you have submitted the documents and paid the required amount. 
  • Step 7: After the verification, the RTO office will send a clearance certificate to the buyer. 
  • Step 8: The applicant needs to pay the amount required for the R.C transfer.
  • Step 9: The next step is to submit the following documents: a copy of the insurance certificate of the vehicle, NCRB certificate (if necessary), Passport-sized photograph of the applicant, address proof of the applicant, Forms 29, 30, Form 28 (in case you have obtained NOC), Pollution Under Control certificate, PAN card, clearance certificate from the RTO (in case of interstate ownership transfer or the RTO is different ), a copy of the registration certificate of the vehicle, etc. 
  • Step 10: Once you provide the documents and the filled-out forms to the RTO, it will send another acknowledgement form to the applicant.
  • Step 11: After a fortnight, the buyer will get the hard copy of the new registration certificate via email or Post.

How To Transfer A Vehicle’s Ownership Online In Pune?

  • Step 1: Firstly, go to the ParivahanSewa official website. 
  • Step 2: Then, click on the Online Services tab. 
  • Step 3: After clicking on the Online Services, you will get the Vehicle-Related Services option. Click on that. 
  • Step 4: Provide your vehicle’s registration number here and select Proceed.
  • Step 5: Next, click on the Misc (TO/CoA/HPA/HPS/HPT/DupRC).
  • Step 6: In the next step, you (the seller/the applicant) must provide your mobile number.
  • Step 7: Now, you will get a Generate OTP option. Click that. 
  • Step 8: Now, enter the OTP the system provides you via SMS. If the website has activated an autofill feature, the OTP will get filled automatically.
  • Step 9: Now, click on the Show Details option.
  • Step 10: Here, you will get an option named Application Selection. Select that.
  • Step 11: After selecting Application Selection, you will get another option: Transfer of Ownership. Tap on that. 
  • Step 12: Now, enter the buyer’s and the vehicle’s details. Here you have to provide the details we have mentioned, a copy of a valid id (if required), address proof of the applicant, insurance certificate of the vehicle, the vehicle’s fuel cost calculator  (if required), payment address, etc. 
  • Step 13: Next, click on the Payment option.
  • Step 14: Now, you will get soft copies of the payment receipt and the forms you have filled out. Keep those saved for future use. 

Note: If you have filled out Form 28 for NOC, you will also get a soft copy of that.

  • Step 15: Now, print them out and sign them.
  • Step 16: Submit a copy of the vehicle’s registration certificate, Pollution Under Control certificate, insurance certificate, and car loan calculator (it is only required if the seller has taken out a loan to buy the vehicle and the loan is continuing) to the RTO office. 
  • Step 17: Now, the RTO office will verify the documents.
  • Step 18: Once the verification is complete, the buyer will receive the new registration certificate via email or Post.

Note: This whole process takes around fifteen days to complete.

Transfer Of Ownership On Death Of The Owner Of The Vehicle:

Even after the death of the vehicle’s owner, you can sell the same. But for that, you need to issue a succession certificate since it is the most vital document you will need. That is it. We have provided a step-by-step guide below to help you know how to transfer a vehicle’s ownership if the owner dies: 

  • Step 1: Firstly, you must apply for a succession certificate from the SDM or the Regional court. 
  • Step 2: If the previous owner has taken a loan to buy the car and the loan continues, fill out Form 28. You also need to fill out Forms 29,30 and 31. Form 28 is necessary to obtain a No Objection Certificate. 
  • Step 3: Now, you need to provide the owner’s death certificate, the Registration certificate of the vehicle, address proof of the applicant, PAN card (if required), valid insurance certificate, and PUC certificate to the regional RTO office.
  • Step 4: Now the applicant needs to pay the amount required for the R.C. transfer. 
  • Step 5: The RTO will verify the documents once you provide them and pay the amount required for the R.C transfer. 
  • Step 6: Once the verification is over, the RTO office will send the new registration form to the new owner within fifteen days.

Transfer Of Ownership Of Vehicle Purchased In A Public Auction:

How To Transfer A Vehicle’s Ownership If the Vehicle Registered & Buyer’s RTO Is Same?

  • Step 1: First, the sellers must make a selling agreement. Here, they can mention the status of the ownership transfer, selling condition, payment mode, vehicle insurance details, and Registration details.
  • Step 2: After preparing the selling agreement, both the buyer and the seller must fill out Forms 29 and 30 to apply for the R.C. transfer. Since the RTO is the same, there is no need to fill out Form 28.
  • Step 3: Submit the filled out RTO forms and the documents: permanent address proof, utility bill (electricity bill, phone bill, Gas bill, etc.), a copy of the insurance certificate of the vehicle, toll tax calculator  (if required), PUC certificate, NCRB certificate, and a copy of the Registration Certificate to the RTO office.
  • Step 4: The RTO will send you an acknowledgement form to the applicant.

  • Step 2: Now, Submit the permanent address proof of the applicant, passport size photographs of the applicant, clearance Certificate (the RTO will provide you with the clearance certificate), NCRB certificate (if required), Registration Certificate of the vehicle, a copy of the Insurance Certificate, PUC Certificate, PAN card, succession letter (if the owner has died), the road tax receipt along with the forms you have filled out to the RTO office.
  • Step 3: You may have to fill out a driving license form too.

  • Step 4: Once you choose the option: Vehicle Related Services, you will get a box. Provide your vehicle’s registration number here.
  • Step 5: Click Proceed.
  • Step 6: Click on the Misc (TO/CoA/HPA/HPS/HPT/DupRC).
  • Step 7: Enter your mobile number. 
  • Step 8: Next, click on the Generate OTP button.
